SONY STR-DE697 low volume

I bought a SONY STR-DE697 to day
I have it set up with 2 speakers left and right on the FRONT A
the speakers are 6 ohms impedence
Now I know that the volume number goes up to 75 MAX
I play my DVD SAT AM/FM and I start to hear it at volume number 11 which is a whisper then take it up to volume 40 which is loud enough but not loud enough that it annoys the neighbours
Is this normal or should I be hearing sound after the volume MIN 2 or 3
Dont know wether I shoud take it back to the shop
