Can't start river past audio converter

I am running windows 98 SE, and am trying to use the river past audio converter. But, when I try to open the program, a spash screen appears, and then internet explorer is activated, but the program won't start.

any suggestions?

Can this Arial converter also rip audio from DVDs?
