If you mean psp "home" wallpaper, you can't change it. The colour changes every month. You can always change the time if you get bored.

or you can upgrade it to a firmware v2.0 if you have a 2.0 you can pick any of the pictures that you have saved and set them as your wallpaper.

If your firmware is v1.5 like I have you can us hombrew programs - Pset Or PPersonalize to change your wallpaper. Rename your 24bit .bmp file to 01.bmp to 12.bmp and stick them in the root folder of your PSP memstick. use any of the two programs to change the wallpaper then.
