No it can access flash0:/, its just that contents of flash0 i.e the bootstrap (the thing that loads the firmware) is corrupted. This happens when you power down while a program is writing to the flash or if something goes wrong with a program while rewriting the flash.

A modchip can fix it as it recovers the flash by rewriting files to it.
