1) You don't have to resize and it sounds like your resized down. That said hard subbing involes re-encoding, which always causes a quality hit when you are using a lossy codec like DivX. Such steps should be avoided if you are aiming for DVD video.
2) Use textsub (VSFilter) instead and set the encoding to 204 and you will get the correct Russian text.

Well the tut has DivX 5 for the codec or whatever, so what can I do to increase quality?

I used it, but when I set it to russian and add it as a filter, I click it open again and it's set to Default (1), how do I get the Russian to stick?

No way to change the default, well other than changing the code and recompiling. You just have to change the encoding each time you use the filter.

Alright, well I got ConvertXtoDVD, and it has a russian option, but I need to know, what's the easiest most simple way of changing the symbols to russian in the sub file? I put it into convertx, and I set it to russian, everything works but the symbols don't change which leads me to believe that it doesn't recognize the symbols, it only accepts russian letters.

No, I set all the settings to russian but with the final result they stay as symbols.
I hate this.

Well as I understand it there are actually a couple of different encodings for Russian. Your file however was using the most common one and worked fine in other apps. Guess contact VSO and see what they say. Personally I have never used the app, so I have no idea.
