This one will do nicely, but as I say, will require to use a graphics card, not integrated graphics - however, the motherboards I have pointed out to you do not have integrated graphics, typically because only weaker boards have it.

I did. Surely you can see that DVI-HDMI is the same as HDMI-DVI? :P

Don't I need a HDMI (Female) to DVI (FEMALE) Take the Adapter plug it Directly into the graphics card then run a male hdmi from the adapter to the TV or Vise Versa.

You want DVI male, because the connector on the graphics card will be female. As for what gender the HDMI part needs to be, that depends on what gender your cable is.

If your 7100GS is PCI express, then yes it will be possible.
On your budget, this motherboard is about as powerful as you will find.
Additionally, you will need DDR2 RAM, your current system might only use DDR1.

I'd typically recommend using PC2-6400.
4GB of memory is plenty, you won't need any more than that.

The wattage of a PSU is almost irrelevant, a typical gaming PC only uses 200W. You need a quality unit. It's no good having a cheap unit, no matter how many watts it says it has. Which brand is this PSU?
