i just broght a new dvd drive and it said that i did not have the nececary "dvd decoder" to play the dvd what is this dvd decoder and is it downloadable or do i have to pay for it

It sounds like you put in a commercial DVD, such as a movie DVD. You need a software DVD player to play the DVD. There are many out there, that are free. Do a google search, and you should find some.
