All necessary ports are open, router is configured, and the download speeds overall are average. However, every minute or so, all downloads cut off and stop downloading for a good 30 seconds, although uploads continue. Please respond.

Could be your ISP or the tracker/website itself. Maybe you're not registered, maybe you're not meeting some of the tracker/website's requirements. Try this thread for other suggestions/solutions: http://forums.afterdawn.com/thread_view.cfm/180005

Or MAYBE, are you using Port Triggering instead of Port Forwarding? That could be the source of your stopping and starting, but unlikely.

If you can't seem to find a solution, maybe it's just the torrent itself, seeds/leechers keep disconnecting and reconnecting. If you're getting a good speed overall, I wouldn't worry about it.
