Refresh rate needed for dvd watching on lcd screens?

Hi all,

Ok so my plan is to buy an lcd monitor, and some sort of adapter like the one here

and then hook up my arial and dvd player into the adapter, so I can watch it on my lcd screen. Id probly be looking at 17 inch screen but I cant work out what refresh rate id need. Some people have said you must get an 8ms to avoid ghosting while watching dvds. Other people have said 25ms is good enough. Im tossing up with a Samsung 12ms, or a BenQ 8ms (not sure if you get BenQ in america) but its good quality, but probly not as good as Samsung. They are both the same price, so I cant work out if I should sacrifice build quality for refresh rate. Anyone with 12ms screens, hows you dvd experience? Any help would be much appreciated.
