unable to lower the upload speed on bitcomet

No matter how many times I attempt to bring the upload speed down to 1 or 2 KB (as suggested for DSL connections) it stays at 3KB.
I dont have a problem with people taking data from me while I am downloading but sometimes people are getting from me at a higher rate then I am downloading.
Anyone else have this problem with Bitcomet???

BitComet will always upload at 3 KB/s regardless of the setting
