swap magic 3 (Special Boot)

Can someone tell me what the special boot option is for on swap magic?

I always boot by pressing X for normal boot, but have noticed the Special Boot option and wondered what this was for?

Special Boot loads PS2 programs in a memory card or USB drive attached and is of use only to PS2 developers. If such a program is not found, a Normal Boot is performed instead.
