My friend has a hp 824n media center edition pc and has problems with windows loading up. If I was to use his system restore discs would it be able to restore even though windows is coming up?

If the system restore disk came with that computer then it will most likely work for you. The only problem is that all information will be lost. I would first try to determine why it is not loading up. Are you getting errors of any kind, Blue screens or lockups? IT may be something simple. So if you can please more information on the problem.
