Will this option make my svcds better quality ? i dont mind if it takes longer to encode is it an advantage to me to use this option ?

Depends on the source video. In general, I would say yes. You are blurring the image and causing the encoder to allocate less bandwidth to small colour variations in the video, allowing for more data/bandwidth to be given to other details. However, if your source contain little variation (like anime), then the NR probably offers little help. The NR causes TMPGEnc to go real slow, so take a good look at the source using the zoom function of the NR filter before applying it.
