I don't have a router, don't use XP, and am not NAT even behind Zone Alarm. I am always listed as connectable/not behind a firewall on trackers, and always get a green light when using BitTorrent. I've portforwarded according to firewalling and portforwarding.com. I have no spyware issues. My dsltest.com results are 3414 kpbs down, 487 kbps up. I have tried more than five different BT clients. I am not cheap on upload; I usually set it to unlimited. I've read the guides and every thread I could find here related to it, except for that 667-post one :)
BitTornado has worked best for me, but no matter how I put the settings I can never rise above 20 kb/s down or 10 kb/s up. Commonly, I am seeder in a torrent with (for example) 5 seeds, 5 leeches and my upload is 0-1 kb/s even though BT tells me that the total swarm speed is 200 kb/s. Commonly, I download at a rate that oscillates between 1 and 20 kb/s while (looking at the tracker) many folks joining the leech after me blister past at 60-70 kb/s and end up seeding to me.
I'm really not sure what else to do. The only thing I am a bit confused about is the portforwarding in combination with BTornado's random selection of a port. That is, I have portforwarded 6881-9 with no success even when manually changing BT's port (in advanced settings) to one of those ports.
Sorry for the long post, but I wanted to be as clear and exhaustive as possible. I'd love to upload faster, especially.

I have cranked down the upload maximum by using the "slow/fast cable" setting in BT a few times without results, but I'll keep it there permanently.
I do use private trackers almost exclusively, but the examples I described, I think, show that I am lagging behind every other same-time user of the same tracker. I know that when there are five other leeches and five seeds, I won't pull 200, but the tracker stats will (for example) often show the other leeches at 40-70 and me at 1-20. Uploading, it will generally show other seeds at 20-40 and me at 0-1.
I think something's off kilter, but I'm not sure what :(
