Poor Quality Video encoding

I am trying to make a VCD from Mini DV camera, just my vacation video. I capture the video high quality, but when I create VCD using Nero's Wizard, the quality is poor. It doesn't use up the whole space in the CD, so I want to make to Video better quality, and use up the full CD. For instance, a 20 minute video only takes up around 350MB. So you see I have 350MB more left on the CD that can be used to make the video quality even better.
But how do I do that? I couldn't find any setting that can be changed. Is there a trick to it? Do I need to create MPEG using other programs. If I do, will Nero still not encode?
Please help me with this. I am a newbie and any help would be highly appreciated.

Ronnroz. There maybe other issues here including your memory, processor speed, etc. but from talking to other people, and from personal experience, Nero is a pretty mediocre encoder. I use TMPGEnc to encode my home videos into other formats and have never had a problem and the quality is very good for a free program. VCD is not going to be great quality anyway, but for the effort you might as well use a better encoder than Nero. Thanks Melkor for your reply.
I have obtained TMPEG and will encode using that program, but when I go to burn the CD using Nero will Nero again encode?
Oh well.. I guess I will soon find out.

ronnroz. Once you have encoded your video into VCD compliant format (Mpeg1) Nero will burn it as is. This link is a good site with tutorials on how to use TMPGEnc to make VCDs http://www.videohelp.com/tmpgenc.htm

Nero will only re-encode if your file is not VCD compliant and I think Nero will tell you if it is not compliant. Make sure you use a good cd-r media http://forums.afterdawn.com/thread_view.cfm/12824

I would recommend burning at a low speed, say around 4X. Good luck!
