I have quite a few AVIs and MPGs that for whatever reason are 24 or 25 fps, but still NTSC. is there any software out there that can automatically convert the files to 29.97, instead of having to re-encode all the files in the different frame rate?

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:

25 fps is PAL...NTSC uses 24 fps for film and 29.97 for video...sounds like your .avi file was encode from a progressvie DVD source - 23.976 fps. hope this helps

i don't beleive they are PAL. Its possible that the original source was, but not the actual video file. NTSC video can be encoded at ANY frame rate, besides 29.97. these are just 320 X 240 music videos and what not. its just frustrating there's no DVD software that can convert frame rates without re-encoding them

I don't think you have to reencode the movie. If you can demux to get an m2v video stream, then you can do a pulldown to insert the 29.97 flags needed for your standalone player. Then you need to remux and put everything back together.
