According to my research I should be getting a lot more than 0-30 KBps on my downloads.

The Steps I Have Taken:
- I have forwarded the ports on my router (6881-6886, 6969)
- I have triggered the ports on my router (6881-6886, 6969)
- I have configured my firewall for the program "btdownloadgui.exe" (aka Bittornado)
- I have configured my firewall for the general ports (6881-6886, 6969)
- I ran an NAT test at http://btfaq.com/natcheck.pl and passed - I called my ISP and asked if they blocked or throttled any of the ports that I want to use...they said they didn't.
- I tried changing everything to port 4882 just in case, but there was no speed change.
- Now I have everything changed back to 6881-6886, 6969. (Eg. What it was before I called my ISP)

And to whoever solves it I will...like mail you a Mountain Dew can or something ( :D lol!) 15 year olds don't have too much money, hehe!
You do not have a fast connection (394 kbps) therefore you will not have a fast download. In comparison my download speed is 9100 kbps (you see the HUGE difference).

Your speed is 6.54 times faster than 56Kb dialup

If this helps I did this test in Milwaukee, WI (it was the closest one, and it was hosted by my ISP)
Here is the link to the speedtest: http://speedtest.wi.charter.com/
As you can see, your cable is not that fast, only 6x the speed of dialup therefore you can NEVER get higher than 25-30, and thats on a good day. Sorry that is the way it is.
I have usually 70-180 Kbps downlaods, and thats very slow considering i have a 9100 kbps (1150 KB/s) download rate.
