How do I convert the pcm track on the Eagles' Hell Freezes Over?

I've ripped the disc and there is a pcm track in addition to the dts one.

Scenarist will not accept the pcm track, so I want to transcode this to wav and ultimately to ac3 2.0. I can do the ac3 part, but no progs I've tried will do the pcm.

Scenarist should have a wave -> ac3 converter. I've used it.
