All I want to do is find the easiest way to out line my picture and change the whole background color with 1 simple click instead of just trying to use a paintbrush and being careful because that takes to long and takes to many trys

In your Layers window, select the layer with the picture. On the bottom of the layers windows, you'll see a circle with a "f" in the middle. Click on that and select Stroke from the menu. From here, you can select a color and size of a border you'd like. You will most likely have to change the "position" to Inside unless the canvas size is bigger than the image size.

You can just use the paintbucket if you want the background to a different color.

-If the image you're trying to add a border to has a lock to the right of it in the layers window, right-click and select duplicate layer.

Create a new layer and use the paintbucket to color the entire layer whatever color you want. Then drag that layer under the layer with your picture.

You could use magnetic lasso tool to make a selection of an area which you want to stay unchanged. Then inverse it by ctrl+shift+i and make a new layer of it. Now you can edit the background without worrying about ruining the picture.
Replace color tool is also very handy. You can acces it by image--->adjustments--->replace color

Hum. There is several ways you can do this. What i would do it use the magnetic lasso tool, try to get a much as possible. Then chose to quick mask mode (Q). White reveals, black hides. After your selection ctrl+j to copy that layer. Then you get a new layer. Fill your white or whatever chose the foreground color alt+delete to fill that layer with your foreground color in most cases it is black by default. Or hit D and it will be black for sure. Then move the background layer under the selected layer. Or if the piece you are trying to get is way diff then the one you are trying to remove from chose select, color range, and hit the + for needed additions.

the lasso tool is great but I would suggest if you do it that way you may want use the point tool to get near the edges otherwise it will cut it up a bit depending on how detailed the pic is. Afterwords I would make sure I used the feather affect to smooth out the edges.
