Try booting in safe mode & try to delete the file then. I have numerous drives in my PC, so if I get a problem like that, I boot up in another HD, then access the master drive - through "my computer" - & delete the file. The reason that you cannot delete it in normal circumstances is because the bogus file uses certain resources to run, & informs windows of such. So you cannot delete it. If you start in safe mode, then only necessary systems are booted, so you can usually delete the file, as it is not actually running & using the essential resources.
Hit F8 when your PC is booting up to go to safe mode.

I think it is F8 anyway! I read someone here hits F5 to get into safe mode. So I am not sure!
Failing that, when the machine is booting up, hit the reset button & it will re-boot, then you should come to a menu that gives you the option to start in safe mode.

maybe try one of the free online virus scans available.
might have beter luck cleanng the virus than your current scanner.
