How do I make ram and wmv files into vcd?

I wanna watch ram and wmv files so bad on my dvd player, what software and stuffs do i neeed? I have a hp cd-writer 9100 series, does it work for burning vcd? But my software doesn't seem to support vcd. I have EO video too but do not know how to convert the files into mpeg to make into vcd. do you need to convert it into mpeg before it can turns out to become a vcd?
