I thinking about getting Burnout Legends (the actual UMD), does anyone know if it requires you to upgrade your firmware? The game looks purchase-worthy, but I'm not giving up Nester, and I not downgrading everytime I want to play Nester.

More so, are there homebrew solutions to avoid UMD game's forced firmware upgrading? i.e. an app that bypasses the game's firmware requirement.

And has anyone heard if GTA:LCS will require a firmware update?

Yes Burnout legends does require an update.
and yes there is a homebrew

I have burnout legends and it is the best I've had on my psp. I think it's the seventh game I've owned. It requires updating to 1.52. LCS will have 2.0 update, probably one that can sniff if version is changed with homebrew. Had that kind of forced update on bleach heat the soul 2. Or maybe they pack it up with updated version of 2.0 that doesn't have overflow error.
