Planning to travel overseas and purchase SIM for local country, why can't I try unlocking on good SIM?

The main two locks are:

SP-Lock - The 'SP-Lock' (Service Provider Lock) prevents you from using your handset with a different service provider other than the one you originally purchased it from.
SIM Card Lock - The 'SIM Card Lock' prevents you from using your handset with a different SIM Card other than the one you originally purchased.
This means you can use any SIM Card from any network around the world with your unlocked phone!

Do I need SP-Lock broke to use it on non-Cingular network?
