How do i set up a FTP client on my computer so someone else can FTP into it and get files?

setting up an ftp client wont do you any good to share files. you need an ftp server / ftp daemon. IE Serv-U, WarFTPD, RadienFTPD.

an ftp client acts as a method of accessing an ftp server, you need to have an ftp server/daemon running first. Id suggest researching ftp serving/ftp servers before setting one up on your machine cause an improperly configured ftp server will attract unwanted attention from unsavory Net users. Also, doublecheck your ISP's Terms of Service agreement as many ISPs forbid ftp servers from being run on their network.
