Screen Resolution On My New DELL Flat - Panel Monitor

I Got a New DELL not so long ago and i reformatted the hard drive, And did everything as usual. When i turned on my computer The screen was huge the resolution is 640 by 480 pixels and the slider on the that normally Changes the resolution wont move at all so the screen is to big and everything is jammed onto my 17" monitor. I read a Tutorial on M$'s site and it said i had to click the advanced tab and select the correct monitor type but for some reason Properties button under the Monitor tab in Display properties thing is non accessable. It is kinda faded and i can't click it. I Have no idea what went wrong or how to fix it. could someone help?.

Try placing your mouse cursor on the desktop and right click. Select Settings under display properties and make your changes there.

Nope That's Not It,
When I Click Properties It opens Up The Display Properties Menu
But The Slider Still Wont Move So it Is Still Stuck On 640 by 480 Pixel Resolution.

Before you can change the resolution of that monitor, to what it should be, you have to install the drivers for your video card. Did you do that?

Also, is your flatscreen connected to your video card via digital cable or analog cable?

I know I am probably being a pain but I have one more problem,

I have searched everywheres and can't find a video card now. I have reformatted my computer again and I have got the video card again like people told me to do above but this time I cant find a Sound Card Driver. Any help is appreciated.
