I have heard it said that an AC3 audio stream will "down mix" to two channel stereo.

Will a two channel LPCM stream "up mix" to multichannel surround?

I have a DVD with both streams and I must eliminate one or the other in order to make room when copying it. I would prefer to keep the LPCM stream as LPCM seems to be a higher quality stream. However, I do not want to lose the ability to drive a multichannel surround sound system as AC3-5.1 will do.

1) Yes, the LPCM stream is the higher quality stream. It is raw/uncompressed audio data.

2) No, the 5.1 suround can't be pulled out of a 2.0 LPCM stream like an analog "Pro Logic" sourround stream can.
