Bitcomet UPload but don't download! Please Help?

Hi
BitComet is only uploading at 30Kb/s but is not downloading at all. The health of the torrnet is high and there are seeders and peeres. I have forwarded ports and disabled firwalls before but still the same thing. However i noticed that the options in ICMP in advanced firewall are all disabled!

The guides mention somethings about the upload download ratio, tried it but still no luck?

I am using DSL connection with Tiscali, my download speed 100Kbps, connction speed 400 kbps. Also i am using win XP service pack 2.

Please help if you can, thanks!

Is the status (What is the torrent doing)
- Downloading or uploading/seeding?
