gta 3 on pc d pad issue

I just started to run gta 3 on my pc, no emulator or anything, personally i think its the best gta of all of them. Now when i started to play it with the default controls (mouse and keyboard) there were alot of commands to use with the key board and me personally im a big time console gamer with the exception of fps, and i currently have 3 pc controllers. So i started to set one up and everything, everything was going great until i got to the part to assign the movements (up down left right) and it wouldnt use my d pad or analog sticks. But the pad and stick would navigate the menus. I tried with all 3 of my controllers and it wouldnt work. Anyone had this problem before? I know its an old game, but i just sold my ps2 and this is my favorite game so im stuck. Help would be cool.
