Why do some of my downloads stop at 97-99% and show me a green smiley face, But it's not downloading and the eta is the infinity symbol. I have tried leaving it and nothing works it's been two days at 98.6%. Please help

Check the seed count.

Two cases;
1. No seeds - hence, no one has the complete file
2. Too few seeds, too many leechers - (most likely) everyone is around 97-99% of the file, but there aren't enough seeds to upload the remaining parts to everyone.

So, its got nothing to do with your connection, but the availability of the completed file (or remaining parts).

Usually, you'll just have to wait it out OR find a better seeded (or less leeched) torrent of the file. (if the parts are the same across the different version of the torrent - if there are multiple versions - then youcan manually choose which parts you want in Azureus, so you dont have redownload the parts you already have).

Thanks for the help, this happend when theres like 50 seeds and 2000 peers and H.Potter just stopped downloading. I didn't know that you could manually choose which parts you want in Azureus, How would I do this.

You double click a torrent currently downloading. There should be 5 subtabs at the top for the selected torrent. The last tab is called Files. Click on this one and you will see a list of all the files contained within the torrent. Right click the ones you want to STOP downloading and under Priority select Do Not Download. You can also raise the priority of downloads as well.

Easy as that!
