Is it safe to remove one of my cooling fans?

It has been making a god awful rattling noise for the last couple weeks, and I tried fixing it myself, but that didn't work. I have a GeForce 6600, and my case is a Raidmax Scorpio 868 case. I'm a computer novice, but I see that my PC has 2 smaller fans in the back, and a bigger one right above where my graphics card is. The computer itself doesn't give off much heat. I just would like to know if it's safe to take out the side fan, which looks like it's just for show (it's got an orange light in it).

should replace it or relube it as it sounds like lack of lubrication.
