DVD Burner wont register

I have an external DVD Burner (Pioneer 110D-Galaxy Metal Gear Box) and for some reason when I plug it in, it keeps saying device not recognized.
This is a USB 2.0 device, I had to get a BusLink USB 2.0 card for this in order for it to work properly. That being said, the drivers for the PCMCIA card are installed correctly but will not register the driver(s) for the burner.
I have tried to download a driver from Pioneer but it won't work either.
I am extremely fustrated about this.
Someone please HELP!!!
