Problem converting RatDVD into DVD

After selecting the RatDVD-file ,
I get the informtion that the DVD will have a size of 4.403 MB
or 8.654 MB.
I have selected 4403 MB , because I don't have
double-layer DVD.

After convertion is finished , I have only 3,27 GB in the
Video_TS folder. So the quality of the movie will not be
the best , because the whole space is not used.

What may be the reason. ??
