How to prevent the already mpg2 to be reencoded

I write some music videos to a DVD. All off them were already mpg2 (some of them were made and encoded by me). But unfortunatelly, I think NeroVision Express choose to reencode some of them anyway (because some of the music videos were encoded in seconds wile others in much longer time). Because all of the videos are already 720 * 576 Pal mpg2 DVD format - I wanna write them to a DVD without a reencode. I know that you always loose some quality with a reencode. I know that other softwares have options like "don't reencode". What's the name of those softwares ?
