In general if I have a unit that is capable of 16x burn but instead change the burn rate to 8x will this give a better chance of better burn?

I have read in previous posts that this procedure will insure a better burn if the quality of the dvd's are not that great. I would rather wait longer and get a good dvd burned the do it quickly and have a poorer quality burned dvd.

Does anyone have any comment on this procedure??

Yes.
If you burn at max speed, you run the risk of getting errors. The burn may successfully complete, but when you go to play back the disc, you may get distortion, skipping, pixelation, etc. The disc may not even play at all depending on what type of media you use.
A lot of people say that it's best to burn at half the burn speed, so if you have 16x media, don't burn faster than 8x. If you have 8x media, don't burn faster than 4x.
Personally, I use very good media and burn all of my DVDs at 4x regardless of what the max speed is. I haven't had any problems by doing this.
