video card issue with capture?

I don't know a lot about capturing video, and I've been using Nero 6 to do it. I've been capturing at the standard frame rate of 29.97, and I've experimented with various capture sizes and rates (but never changing the ratio from 4:3). I also don't have any issues with frame dropping.

No matter what I do, I can't seem to really boost the quality of the video. I figured it won't be picture-perfect, but it has to be better than this. Things get blurry in long shot too often. I find it hard to believe that this is the best quality I can get.

My leading theory is the video card - mine is an ATI Rage 128 Pro, so yes, it's a few years old, but could that be the case? I believe it's either a 16MB or 32MB card. Would upgrading the card really boost the quality of incoming video?

Other than that, I would gladly welcome other suggestions on how to improve picture quality when captuing from a VCR to a hard drive.
