Problem with Azureus auto speed plugin

When I try to run the auto speed plugin from the Azureus site I get a pop-up that says; "Failed to load Main-Class manifest attribute from: ..."
In researching this problem, I found one person that said to download "Sun Java Wireless Toolkit 2.3 beta" to get this plugin to run, however, he didn't offer any info as to what to do with the program . So I downloaded the program but have yet to figure out what to do to make the plugin run.
I get up to 30+ kB/s, 12 kB/s avg. for download and 40+ kB/s, 20 kB/s avg. for upload speeds currently and want to improve them if possible.
I have a dsl modem and hub. My usual download speed for the net is about 385kB/s.
