No, it doesn't need a rebuild... there must be something wrong with your burning process..
What is your media DVD+R or DVD-R? what max speed does it support, eg 8x? What swap method do you use, slide card, replacement fliptop, magic tools? etc?
What speed did you burn the image file at? and was this an image that you got from an original disc or did you download it?

Ok, first off don't burn that slow.. it doesn't need to be that slow for a good burn. Secondly, get some 8x DVD-R verbatims or Taiyo yuden etc for your ps2 burns and burn at 4x using DVD Decrypter. USe the 16x dvd-r's for movies or something, lots of people have trouble because they get 16x and try to burn slow on them.

good luck and let me know if you need any more help ok

Ok, glad it worked for you, but believe me when I say that it'll work just as well at 4x or even 6x... I've done most of my backups at either 4,6 and even 8x on 8x media and they work flawlessly... and I've done around 150+ ps2 backups this way.
But if you're happy to sit and wait 20 mins or whatever it takes at 2x to burn a disc that's up to you... but if you're gonna keep doing them at 2x then you might be better off getting slower media to burn on, 16x media is just overkill if you're only burning at 2x.
