1. It depends on the Firmware. On 2.00+, you can have the official web browser, GTA, LocationFree... but NO homebrew (homemade unofficial games eg emulation, iso loading, appz, games...). on 1.50 you have homebrew (and you can get homebrew web browsers, file managers, media players...)
2. You can downgrade from 2.00 to 1.50 no more no less.
3. Webbrowsing in 2.00 is easy. on 1.50 you need a hb browser like wipeout pure, fired up... you have to set your primary DNS to 67.171.70.72...
4. ISO Loading: You have to download/dump/"borrow" an ISO. Run it with Fastloader, UMD Emulator or Devhook (or any other ISO loaders) and you have a Backup/Pirate/Thingy game playing.
5. On 1.50, you can have mp4 video 270x372 16:9. It must be placed in ms0:\MP_ROOT\100MNV01 and named as M4VXXXXX.MP4 (where X is a number) and an optional thumbnail (" ".THM) placed there too. You can have JPG pictures, placed in ms0:\PSP\PHOTO. you can have mp3 and atrac3plus music in ms0:\PSP\MUSIC. In 2.00, you can also have BMP, TIFF, PNG pics and AVC video (in MP_ROOT\100ANV01 as AQVXXXXX). In 2.60 you can have wma music.

There is no telling what firmware your PSP will have on it until you get it. When I bought mine exactly 1 month ago today, it had firmware version 1.52 on it. My friend bought his about a week ago and the first one he got had 2.01. He took it back and found another that was 2.0. You will probably end up with a 2.0 or higher. If you get a 2.0 you are good for homebrew, anything above that you will have to wait to play homebrew for now. :(

Oh ya, forgot about the browser. If you get a firmware that is 2.0 or higher, you will already have a web browser built in. If you are able to downgrade and get the lower firmware, there are homebrew web browsers out there you can use. Check out psp-hacks.com for info on that.
