I have quite a few AVI's movies that are what I would consider lo-res 320x ...
I want to put them on to DVD, and want to use TMPENGC to convert to MPG prior to authoring. Will TMPENGC improve the resolution without loss of quality, and if so, how ?

Yes, TMPGEnc will increase the *size* of the video. The video is a stretched version of the original. Video encoders will not increase the *perceived* video quality by filling-in or guessing the missing pixels whilst enlarging.
