Winfast TV2000 XP Expert Problem

I have the WinFast TV2000 XP Expert tv tuner card and i am getting lag and jerks just from watching live tv. I installed the drivers from the cd which are dated June of this year. I know it can't be my computer cuz I have a AMD Athlon 64 X2 3800+ Dual Core, 2 gigs ram, raid'ed hard drives, etc. I have the winfast delux in my older computer and I never got any lag or jerks from that so I know something is wrong. I've been looking it up and can't find anyone else with this problem either. I'm thinking just to switch PCI slots, and that something with IRQ is doing it? i also dont have anything else in my PCI slots. I have a vid card in my PCI express. I hope you can help!!
