ffdshow is opensource. Anyone can checkout the source from the CVS, make a compile, package and release it. Sounds like a gcc compile. Checkout the FFDShow thread over at doom9 as there is a decent chance whoever compiled it posted there.

Doesn't make that much difference who compiled it though. Milan from recollection uses gcc for libavcodec and libmplayer and ICL8 for the rest.
