is there any way to make a iso file smaller to fit on my disk? i use nero6 to burn, the file is 781 megabytes and my disks hold 700 and can overburn to around 730

Unfortunately, no... it won't work that way. I don't recommend you or anyone to use overburn. I've tried a few times (just for experiments) in the past and now I'm highly against it.
