i ripped my Raiden 3 and the file that showed up was a .BIN any help on this would be appreciated.

Next time use the search function... this question has been asked so many times before...

You just burn the .bin file as an image file in Nero or with iso write mode in dvd decrypter(yes it will burn cd's)

Ok, I'm fairly new to this so I can't guarantee this will be 100% correct.

In order to burn a .bin, you need a .cue which directs the burning program where the file is. The .cue usually looks something like this if you open it with wordpad

FILE "your .bin here" BINARY
TRACK 01 MODE2/2336
INDEX 01 00:00:00

basically what you do is load the cuesheet (the .cue file) into your burning program and it will burn the .bin. If you did not get a .cue with your game, you can convert the .bin to an .iso with a program like bin2iso.

I'm pretty new to this so there might be some errors on here.

You don't need a .cue file... you can just burn the .bin file with most image burning programs.
