where does it save downloads, and will it play them?

Video files go in MP_ROOT, 100MV01 (if ya don't have 100MV01 just create it) and the PsP will only play mp4 files so you will have to convert the mpeg first.

and i personally recommend using pspvideo9, to convert to either avc or mp4, but to use avc you need firmware 2.0 or higher.
