This has got me very confused! I have a CD/DVD rom drive (MT1316B BDV212B) on the secondary IDE channel (not sure if this matters) the CD I think is the primary master and the DVD is the secondary master but again im not too sure. Im running windows ME and the CD/DVD drive will play CD's (rom and audio) but not DVD's. It will however read the disk and display their contents in My Computer. Here's another thing, beneath the CD drive icon in My Computer it says that the drive is a "Compact Disk", and not a CD/DVD as im sure it use to.

Just recently I got a new HP DVD writer and when I installed it, it too comes up in My Computer as a "Compact Disk" drive and not a DVD-RW, which leads me to believe that it must be the computer and not the disk drives.

Also when I try to play DVD's in programs such as Intervideo WinDVD they tell me that they can't find any CDrom/DVDrom drives and Media Player can't see the DVD in the drive. What is wrong? It's as if the whole computer is oblivious to any DVD hardware.

It sounds like you have a driver or firmware problem. Have you installed the right driver and firmware for that drive and when you installed the new dvd drive did you have a disk with the drivers on it?
Windows almost always see's dvd drives as cd drives it's a windows thing. Try the manufacturers site for that drive and see if there is a driver and the latest firmware to install. If the driver has become corrupt you will have to reinstall one. Try to download VLC player it is free and see if your dvd's play ok.
Also you can download the Nero info tool, it's free, and it will tell you exactly what drives are masters and what one's are slaves. It will alos tell you what IDE channel your drives are on. If all the above does not work update your Intervideo program and windows media player to the latest versions.
