I have the Azureus bittorrent client. Does changing ports make downloads run faster/slower? Also is there a way to change the performance of the speeds?

Yes it will, if ur using blacklisted ports, ie: 6881.

Yes, u should set ur u/l and d/l speeds according to ur bandwidth limits. doing this will maximize ur speeds.
