I bought a Balance 15 inch LCD and when viewing a boxing match or watching a movie with fast moving screens, you can actually see the screen break up and I cant really follow it with my eyes. It says that the milliseconds are 6/16, is that the problem?

I'm a newb, please forgive me for the dumb questions.

Yep! Look for a LCD set with at least an 8ms refresh rate.
