16 x media burnt at 4x speed work but the PS2 is making lots of noise and is having trouble loading quickly,
is this normal?
8x media burnt at 4x speed worked fine, the store I got the 8x verbatims does not carry them anymore. Guess I'll have to stick to my 8x TDK DVD+r's

When I have fast media like 16x I usually burn at speeds of 8x and all my games work flawlessly.I try not to burn at slower speeds like 4x unless I have no more of the faster media discs.I notice that when I do burn at slower speeds like 4x my games tend to skip and are choppy at times so I would say stick to good quality 8x burn speeds.

So half the "max" speed of the disc seems to be the magic number huh?

no i've said this many many times before.

however quality wise mcc004/mcc03rg20 (16x) is far better than mcc003/mcc02rg20 (8x). cuz mkm/mcc makes the 16x media themselves. cmc and prodisc (awful and crappy for games) make the 8x verbatims.

i burn my games at 8-12x with no ill effects pif levels are 50-100 using both speeds

Both authentic MCC004 and MCC003 are good, it doesn't matter. As long as your PS2 console and dvd burner can handle it. I DON'T have any problems burning MCC004 at all because I always "booked type" all of them (my PS2 backups) to DVD-ROM, which plays flawlessly.

WARNING: Do not "update/upgrade" your SAMSUNG BD-D5XXX series (Bluray Player), or else you cant enjoy any of your movie files.
