This means that your phone has been hardlocked. You have tried too many wrong codes. The maximum you can try is 5 times. After that, your phone will be hardlocked to your network provider. The only way to unlock it now is using cable or take it to a local cell phone shop and they will unlock it for a fee.

Remove the SIM card, Power On your Cell phone.
Press #
Press * 3 times fast for (p)
Press * 4 times fast for (w)
Press * 2 times fast for (+)
Verify code before pressing the last #.
If it still says Restriction on after you have entered the code, then the code is incorrect.
If it says Restriction Off, then the phone is unlocked.
