DVD DRIVE Not recognizes full capacity- please help

My dvd-cd rom does not recognize the full capacity of a blank cd-r or a dvd-r. When I insert a blank cd-r of 700 mb cap. it only reads 87 mb of free space, with a blank dvd-r it reads 0 gb free space so I can't burn anything.

This problem occurred after I formatted my D:hard disk from a fat 32 to a ntsf drive in order to save iso files larger than 4 gb. I have a c:drive that is still a fat 32 and Windows XP. Can anyone tell me how to fix this?
